It's pitty

I would rate 8 but two things: 1) I understand you wanted to keep some texture in her hair but it's done too bad, it's too much 2) in the left-down corner some distorting out of focus thing Otherwise strong portrait.

I agree with Richard

This could be a good portrait if you cleaned up the background, possibly made it completely black or nearly so and introduced more contrast into the sitter, using levels with an adjustment layer in photoshop and a layer mask, or simply just use the dodge and burn tools.
