Nice photo and all, but why is an image uploaded in 2004 in the 2007 HoF?

The criteria for the hall of fame is that the image must have been uploaded more than 60 days ago, must have at least 10 (I think) ratings, and must be the highest-rated.
Site Administrator 04-Mar-2007 at 08:43so WHY is a 2004 image being placed in a 2007 hall of fame? If it's for the reason the admin mentioned, then I'm sure there are scores of images not only better rated, but superior in all aspects to this one if one searches through the thousands here!
